Graduated from the Faculty of Law, University of Tokyo.
After entering the Ministry of Transport, he served as Deputy Director-General of the Civil Aviation Bureau, Director-General of the Railway Bureau, Director-General of the Maritime Bureau, Director-General of the Minister’s Secretariat, and Vice-Minister for Land, Infrastructure, Transport and Tourism Policy, before becoming the Administrative Vice-Minister of the Ministry of Land, Infrastructure, Transport and Tourism.
He played instrumental roles in the development of the Shinkansen, privatization of the Japan Highway Public Corporation, and establishment of the Japan Tourism Agency, and was also involved in the registration of Japan’s Meiji industrial revolution heritage as a World Heritage site.
After retiring, he assumed the position of Chairman of Tokyo Metro Co., Ltd.
He is currently serving as an Advisor to Tokyo Metro Co., Ltd.
